Bylaw 2: Advancement and Management of Provisional Stances

(Management Committee Resolutions: M-2025-M17-M8; updated by M-2025-M21-M2)

Scope:

This bylaw applies to all members of Better Transport Queensland (BTQ) participating in the consideration, voting, and management of provisional stances on policy matters.

Requirements:

Provisional Stance Criteria

  • Provisional stances must address new developments, emerging issues, or unforeseen circumstances that were not available for consideration at the most recent Policy Platform Workshop or the most recent General Meeting.
  • All proposed provisional stances must not be inconsistent with the existing BTQ Policy Platform.

Advancement Criteria

A provisional stance, as voted on by members, will be advanced when either of the following conditions are met:

  1. A total of six (6) hours between 6:00 am and 9:00 pm (AEST) have elapsed since the poll opened; or
  2. An absolute majority of members have voted in favour.

Poll Format

  • The poll must be presented as a complete policy item with only the options Aye and Nay.
  • The poll must be set to automatically close at the time dictated by Advancement Criteria 1.

Governance and Oversight:

Provisional Stance Expiration

  • A provisional stance will cease to be binding following the next General Meeting held no earlier than four (4) weeks after the close of its forum vote.
  • Expired provisional stances which are not inconsistent with the Policy Platform or a more recent provisional stance may still inform the Association’s position.
  • A record of expired provisional stances will be maintained and made accessible to members.

Management Committee Authority

  • Provisional stances may be amended or struck down by Special Resolution of the Management Committee.
  • Any amendment by the Management Committee must not materially alter the intent of the original provisional stance.

Integration into Official Policy Platform

  • All provisional stances that have been advanced must be redrafted into a Policy Adoption Proposal to be presented at the next available General Meeting held no earlier than four (4) weeks after the close of the forum vote.
