This was the intent but the financials suggest this cannot be. If the tunnel costs $10 billion to build but can only be sold for $2 billion (hence a BCR of 0.2 under the most generous assumptions that all benefits are financial) then the public sector will have to pay for most, if not all of it.
This is probably why the project was transferred from a company structure to now sit inside TMR where it can access public funding.
There are so many assumptions. Despite these assumptions there is no harm in advocating for PT solutions alongside.
FYI- Public-Private Partnership (PPP) models in Australia typically involve long-term contracts where a private consortium designs, builds, finances, operates, and maintains public infrastructure and services. Common structures include Build-Own-Operate-Transfer (BOOT) and Design-Build-Finance-Operate (DBFO) models. The private sector provides financing and expertise, while the public sector contributes to policy and regulations and pays for the services delivered, sharing the risks and rewards over the project’s lifecycle to achieve value for money and efficiency.
Because its reality! I have plenty of solutions and they are from cities that have implemented said solutions and achieved amazing outcomes! The same cities people visit and exclaim “Why can’t our city be like this”!
Change the narrative and get BTQ to campaign on what if $10 billion was allocated for just public transport projects in Brisbane instead.
Propose counter solution(s) considering transport modes and options not yet explored.
This is the first time I’ve seen members of the former “red team” government post anything concrete about their position on the Gympie Rd Tunnel. This is very disappointing positioning from the Shadow Transport Minister.
That’s a really good suggestion. Imagine if $10b were spent on service upgrades or even $1b. It would make a huge difference.
It’s within sight of potentially being cancelled. The project is pricing itself out of existence. At $10b and coming up against the Olympics works it’s just not going to fit within the program and with a BCR of 0.2 must be publicly funded.
Its got to be part of a wider discussion and cant be approved on its own. If built, it needs to be in conjunction with the North West corridor discussion.
I would like to see the NW corridor be fast train but it is also tempting to use as a road corridor because Brisbane needs a Western Bypass from Carseldine to Darra / Springfield which will remove cars from those radial roads.
The best thing that could happen from this project is its death.
Having said, have no doubt Labor is also on support of the project. It is, after all, a pet project from the then treasury (under Cameron Dick) that blindsided even TMR workers when announced last year.
Both - a Western Road Bypass and RAIL, obviously that type of vision can’t happen in South East Qld!
