For anyone interested in Brisbane City Council happenings I would recommend following the documents uploaded to the meeting minutes and presentations page.
In particular the Public Transport Committee PowerPoint presentations which, while still pretty high level, regularly contain details beyond the usual level communicated to the public.
I try and check it at least every few weeks. Note there is a fortnight lag before documents get uploaded.

Since the introduction of the 50c public transport fares,
Wickham Terrace car park has seen:

Service delivery model
• Council has legislative mandate under the City of Brisbane Act for delivery of ferry services within Brisbane, while the State has responsibility for provision of an integrated public transport network overall.
• Council retains owne rship of all core assets (fleet, term inals and facilities), with a private operator delivering services to customers via an Operations and Maintenance contract with Council.
• Council determines service levels against agreed performance standards.
Key point seems to be them spinning the above ground Cultural Centre station solution into the “Innovative and sustainable” section by “Finding an at-grade solution at Cultural Centre station rather than an underground solution.”
