Bylaw 4: Policy Adoption and Amendment

Scope

This bylaw applies to all members of Better Transport Queensland (BTQ) participating in the consideration of, and voting on, policy and platform.

Processes

Policy Platform Workshop

The Policy Platform Workshop will be held annually to inform the work of drafting each major annual revision of the platform. In particular, it will feature informal member voting to prioritise items, issues and stances via the MoSCoW method: Must, Should, Could and Won’t Do.

Once the revised Policy Platform is ready for adoption it is presented at a General Meeting
for adoption via Special Resolution (skipping the Online Poll stage).

Policy Amendment Proposals

A Policy Amendment Proposal may be put forth to modify the Policy Platform for any reason.
It consists of a two stage voting process: an Online Poll and a Special Resolution.

Online Poll

An Online Poll must be:

  • Worded as a motion to amend the Policy Platform;
  • Accompanied by a justification of Must-do or Should-do prioritisation status;
  • Open for one (1) week and set to automatically close;
  • Limited to Financial Members of BTQ.

The poll is decided by a simple majority of voters.

A member may not put more than one Online Poll at a time.

Special Resolution

Each successful Online Poll proceeds to the next available General Meeting as a motion for a Special Resolution to amend the Policy Platform.

Mechanical Amendments

Mechanical errors in the policy platform may be fixed by the Management Committee without requiring a formal amendment proposal. Mechanical amendments must not materially change the original intended meaning. Members must be notified of any mechanical changes made and the revision number must be incremented.

Mechanical errors include:

  • Spelling mistakes
  • Grammar errors
  • Punctuation errors
  • Capitalisation errors
  • Formatting issues

Relationship With Provisional Stances

Each Provisional Stance which is carried must be adapted into a Policy Amendment Proposal by the proponent or the Working Committee.

A Provisional Stance adapted as a Policy Amendment Proposal may be voted down purely on prioritisation grounds.

A Provisional Stance remains binding until the next available General Meeting even if its subsequent Policy Amendment Proposal is not carried.
