(Management Committee Resolution: M-2026-M7-M3)
Purpose
To establish who may make external communications to government, media, or other external stakeholders on behalf of BTQ, and to ensure that all such communications are consistent with the BTQ Policy Platform.
Scope
This bylaw applies to all BTQ members and forum users when making statements that represent, or could reasonably be interpreted as representing, BTQ.
Procedure
External communications to government, media, or other external stakeholders may only be made by:
(a) members of the Management Committee; or
(b) members who have been expressly authorised by Management Committee resolution to speak on behalf of BTQ; or
(c) a member who has received one‑off approval from a member of the Management Committee to make a specific external communication or undertake a specific speaking role, provided that the approving Committee member has notified the Management Committee of that approval.
For the avoidance of doubt, the lead spokesperson on an approved media release is taken to be authorised to engage in external communication in relation to the media release, unless otherwise directed by Management Committee.
All external communications made on behalf of BTQ must not contradict the BTQ Policy Platform.
