How many new apartments are needed to “revitalise” the entire catchment area?

I do lol at the “investigation” into a further inland Jim Soorley cycleway out at Schulz Canal near the wetlands and airports. It’s already pretty close to falling into the creek / canal.
BCC could first start by connecting the North Brisbane Bikeway to Kedron Brook. That would be a good start.
