Here are the three dilemmas they identified:

1. Service frequency vs. Coverage
:backhand_index_pointing_right: Do you run frequent buses on main routes? Or do you serve every street?

2. Growth vs. Affordability
:backhand_index_pointing_right: Do you price tickets to invest in better services? Or keep fares low for equity?

3. Efficiency vs. Local Control
:backhand_index_pointing_right: Do you merge operators to gain economies of scale? Or keep services close to communities?
